Locke has this as a surgeon being blinded during WWI and develops his pineal gland into a seeing eye and schemes to produce a race of three-eyed people. Clute has a remarkably similar description for Neil's other book The Man of Mystery. The current title certainly involves missing eyes and the development of a third one, so perhaps the Man of Mystery expands on this.
